Figure out how to remove linting/formatting scripts etc from the Starter once installed

Since the Starter needs formatting/linting standards, we have those all defined in package.json however, once the starter is installed into a project, all of those things should be configured at the project root, not the theme. Ideally they would be removed from the starter's package.json, but not sure how to do that yet.
