Layout - "Units Per Row" does not work in Party #190

I am trying to arrange the Party-Frame to have one row with 3 units and a second row with 2 units.

Example with VuhDo:

It seems like "Units Per Row" and "Group Rows" only work for Raids:

But not for Party:

Is this intended behaviour?
Would it be possible to allow "Units Per Row"- and "Group Rows"-Customization for Party?
