If no users are explicitly granted the live chat permissions, no live chat permissions are granted

STR:

1. Make sure no django users have live chat permissions.
2. Add a user to the live chat agent/moderators group.

Expected:
User has the live chat agent/moderator permissions.

For me, granting these permissions to a user directly made the permissions also work for users in the group (but without the direct permissions). Weird.
