Evaluate using stb_dxt dxt implementation

if this is usable, then it might be possible to finally get a different encoding option for smt files and use dxt1 as a fallback.

generally there cannot be any hardware left out of the loop for the spring engine, so if i was to implement a new enccoding format, it would need an dxt1 fallback option.
