Feed system for noticeboard

Let's just put it out there - our notice board system is essentially a mod only subreddit.
There is a post feed, and people can comment on it.
There's two ways of going about this

1. Use reddits api and create a frontend around our own subreddit
2. Recreate reddit
   I like the first option. Though the second gives us more control, it requires more manpower. Maybe once we get enough contributors
   Implementing option 1 does not resolve Thread system #7 . We still need that for pages other than the notice board. However, that could still be build using reddit.
