"Verbose Messages" user "Slack Notifier" setting seems to be required #43

I wasn't able to get the notifier to work, i.e. I wasn't receiving any notifications, until I entered "true" under the "Verbose Messages" setting. Previously I hadn't entered anything.

I'm guessing either "true", "yes" (or any combination of the upper or lower cases of those characters) or "false" would be appropriate. Except the code looks like it should treat anything other than 'true' or 'yes' as false, which it either doesn't seem to be doing, or for some reason non-verbose messages are extremely (invisibly) non-verbose!

I'll gladly update the README once I understand how this is supposed to work.

I'm running TeamCity Professional 10.0.4 (build 42538).
