Ensure -oci-ta Tasks definitions do not use a shared workspace

Similarly to #876, any of the -oci-ta Tasks from https://github.com/konflux-ci/build-definitions must not use a workspace for sharing data. Care must be taken to still allow workspaces used to provide credentials, like this.

Acceptance Criteria

• New policy rules are added to verify shared workspaces are not used. This should likely exist in the policy/task namespace.
• This rule should be enabled here.
