Tracking PR lifecycle in GitHub Project

Problem: PR review assignment is not well reflected within project and standups

Are PR assignments explicit on the PRs some or all of the time in the current system?

Rather than duplicate the assignment in a ticket, maybe we should make efforts to ensure the assignments are explicit and build a quick dashboard for visibility? That could be helpful to the RFP and Grant processes as well.

If we are looking to track time or the lifecycle of the PR (as we would any task) then making them into issues does make more sense. I wonder in that case if we can automate the PR's data so we don't have dueling sources of truth.
