Steps for System Contracts 3.4 release

Here are the steps for a release of system contracts.

1. Identify Pre-reqs (protocol features, accounts, funding levels etc)
2. Make update and changes to main branch via PRs
3. Create branch release/3.4 NOTE all future commits to release branches must go into main
4. Update versions main to 3.5.0-dev and release/3.4 to 3.4.0-rc1
5. Test release/3.4 branch
6. Create new 3.4.0.-rc1 release on git hub and add tag v3.4.0-rc1 to code
7. Build transaction for Jungle. Include prerequisites and contract code as inline actions
8. Provide hash of contract setcode and instructions on how to reproduce setcode
9. Work with Jungle to submit multi-sig transaction to upgrade system contracts

Identify any protocol features which need to be activated prior to release. NOTE protocol updates are likely to create forks, unless everyone has applied the upgrade.
Don't forget to push the version changes on release/3.4 branch into main as well to keep commits in sync.
