Conflicting ports for Phoebus services

Right now, several Phoebus services are started on port 8080 by default:

• Alarm logger
• Save-and-restore
• Archiver Appliance (not Phoebus, but it's still 8080 by default)
• Olog (on EPNix it's 8181, but I've forgotten why I put that)
• In the future: channel finder

It's annoying for low-budget projects, were you might want to configure everything on a single machine. If deviating from upstream is acceptable here, we should put different port numbers.
