allow reconnection to existing EpivizDeviceMgr

Currently, after a user opens a connection to EpiViz through Epivizr, the session remains valid as long as the connection is active. If the user refreshes the browser, the Epivizr server must be restarted. Add functionality to support browser reconnection, or even multiple connections to the same Epivizr instance.
