If temporary isar issue, missions disappear from ongoing

Describe the bug
When there is an issue with isar the mission will get set to fail and move from ongoing to history. If isar starts sending messages again and updating the mission, the mission will update but it will still be regarded as failed instead of ongoing.

To Reproduce
Steps to reproduce the behavior:

Expected behavior
If flotilla is receiving messages from isar about tasks that are ongoing then the corresponding mission should be regarded as ongoing

This mission failed before completing the first tag, but kept updating to ongoing -> success for each tag

Can be simulated by turning off broker and waiting till mission fails before starting it again
