Create utility hook for synced settings

Using synced settings requires a little bit of boilerplate every time, so it would be nice to have a utility hook to take care of that.

A local utility for this is introduced in #794 as part of the well-log-viewer component. Consider refactoring and upgrading that utility to a global one
