On protocol level, it might be good for minting sigusd, but not redeeming it. Redeeming full circulating supply must always be open for users to have full confidence.

Max sigusd mint per oracle update or block might be a good idea to limit drain attacks. For example, only 10% of available sigusd (>400% RR) could be minted per oracle update.
