Replace npm-check with renovate/knip

It seems like npm-check isn't actively maintained any more, and the author themselves suggests migrating to renovate: dylang/npm-check#595. Low priority as the usage is very low.

seems like only Rush depends on it, others are low impact packages

It seems that rush has a lot older dependencies and would accept help for at least updating those old versions: microsoft/rushstack#5041
