Sign-up new participants to pan-learining

@wpotrzebowski FYI "umbrellaID" has now been added to pan-learning, I can give you a demo. It means that people with an account from https://umbrellaid.org can themselves register onto the system.

Umbrella ID is having some teething issues with jupyterhub so we will not be using it.
I have combed through the list of people who have signed up to see who already has an account and who doesn't.
On Friday 24th (day after signing up deadline) I will send two sets of emails:

1. Asking everyone who already has an account to check they can still log on.
2. Bulk enrolling everyone who does not already have an account and letting them know I have done that.
   Both emails will also ask them to check if they can open jupyterhub/lab link in the course (hoping that it is working by then)

@wpotrzebowski Everyone who signed up for IKON without a pan-learning account has been created one. They have also been sent an email explaining why it has been created and they have been asked to make sure they can log on.
