The discussion of whether to include only minimal methods or document what is done by existing popular clients reminds me of HTML4 vs HTML5 standardisation. With HTML4 they prescribed what was standard, but real clients deviated (and people needed to know about that). For HTML5 they took a different approach of documentation all important existing behaviours, so that everything could evolve from that.
