Proposal: Suspend 25% Deduction of Baseline Protocol RFP Specific Grants for open 2023 RFPs
Requester: Baseline Protocol TSC
Rationale: While the Baseline Protocol has seen engagement from individuals and some enterprises overall engagement is down due to a lack of significant enterprise-relevant output in 2021 & 2022. The TSC has restructured and focused its 2023 Roadmap on three items:
A Dedicated Roadshow series for 2023/2023 to reengage with enterprises based on tangible achievements such as BRI-3, BPI Interoperability, and new zk-tooling for which an RFP has been issued.
A Demonstration of interoperability as part of the Roadshow between at least two Baseline Protocol Implementations on a common, yet strategic enterprise use case for which an RFP has been issued.
Moving the Baseline Protocol Specification to Full Project Specification as a direct consequence of the Interoperability Demonstration.
Roadmap items 1. and 2. require external funding since either there are insufficient resources with the right qualifications within the current active community (Roadshow) or motivated individuals who have to make personal financial choices on priorities. Two teams for the Interop RFP have been identified and two potential sponsors. Both of the sponsors have expressed concerns about the 25% deduction for primarily transparency reasons. The is an interested, qualified individual for the Roadshow RFP but not a sponsor yet.
Given the current precarious situation of the Baseline Protocol project, the TSC strongly believes that the success of the community will be dependent on the success of the three roadmap items, primarily 1. and 2. Given sponsor interest yet with reservations, the Baseline TSC requests the 25% deduction be suspended for grants given the Baseline Protodl RFPs currently open in 2023.
