Github request: create a "suggest an event or meetup" issue template on ethereum.org's repo

Is your feature request related to a problem? Please describe.

Currently, there are very few events listed on the /community/events page for 2024 - and even though there's a callout for the community to add more initiatives ("This is a non-exhaustive list maintained by our community. Know of an upcoming Ethereum event to add to this list? (Please add it)!"), the callout URL leads to a .json file, which might not be the easiest file to add for folks that are not familiar with Github.

Describe the solution you'd like

Create an issue template on ethereum.org's repo so the community can suggest new Ethereum-related events and meetups.

Describe alternatives you've considered

Issue template form including the following fields:

• Event/Meetup Name*
• Website*
• Location* (City, Country)
• Short description
• Start date: (yyyy-mm-dd)
• End date: (yyyy-mm-dd)

* mandatory fields

Note: Events will be only added on the "Upcoming events" table if all fields above are completed.
