Describe the bug
If you erase the artifacts folder, remix doesn't aways regenereate it upon a new compilate.

To Reproduce
Steps to reproduce the behavior:

Have remix be connected to a HH project with Remixd.
erase the artifacts folder
compile
- if the artifacts is generated erase it.
edit file and compile in Remix
the artifacts folder is not regenerated

Expected behavior
I'd expect the artifacts folder to be recreated on every compilation if it's been erased.
