Windows support?

What is wrong?

Windows users can't install the traditional way. Maybe Docker can solve this, but also would be nice to have native support.

How can it be fixed

There are a handful of blockers right now:

• py-evm doesn't support Windows either. See Windows support? py-evm#1941
• need an alternative for eth2's milagro-bls-binding: milagro-bls-binding is not available for windows #1221
• clean shutdown, with an alternative to signal handlers when they aren't available:

Let's add to this list as we discover more.

Then hunt down anything else. Probably need a Windows machine to develop this at any sort of reasonable speed.
