What is wrong?

Windows users can't install the traditional way. Maybe Docker can solve this, but also would be nice to have native support.

How can it be fixed

There are a handful of blockers right now:

Let's add to this list as we discover more.

Then hunt down anything else. Probably need a Windows machine to develop this at any sort of reasonable speed.

the milagro dependency won't be an issue after #1993
