settings.cfg file does not follow changes to code, which may cause problems

This file gets created on the file system on the first run of bluesky. Amongst others, the file specifies paths to various resources. If these resources are moved around in the repository the paths kept in the settings.cfg file will not resolve.

For example, recently some performance data was moved into another folder, but my settings config file was created prior this change causing the whole code to blow up.
