Reproducing escape 3 here for easy access.

package creation timestamp.
release creation and updated at timestamp.
package metadata.
release metadata.
enumerate all releases (without enumerating all packages).
multisig wallet to own the authority, index, and db contracts.
Log event on package index when a release is rejected indicating why.
