Changing monitor folder levels works only after restart #148

Changing the setting "Number of app directory levels to monitor for live reload:" in the Settings dialog works only after a Workbench restart.

This should be fixed. Updating the Setting should make affect when Settings are saved.

Also check for out of bounds values, like zero, negative, and very large values.
