request for non-existing file within /uploads results in crash

Describe the bug
The internet is scanning our servers and trying non-existing file url paths like /uploads/debug.log
When such a URL is accessed, it triggers a trace in the logs.

To Reproduce
Access a non-existing file in /uploads and observe Internal Server Error 500
