Login can't be access due to cookie issues

I can't access the admin page as the login couldn't get passed due to cookie issues. Doesn't matter whatever the setting I change of browser, it always shows the same message. "Cookies must be enabled to enter this area." Have checked the application through browsers developers window, it successfully created cookie for this application but still not work.

Sessions won't work without cookies.

Have you tried with other browser?
