Add "Starter" step in the target of integrating the launch flow #18

Take most of the logic from the existing launcher.
Ignore the cluster compatibility (since starter clusters should be removed soon and we rely on that for the creator).
This step take place of the runtime and capabilities steps from the "creator" flow.
