Create a tag/release for 9.11.0 #13380

I'm guessing that the intentio was to "release" RocksDB 9.11.0. The HISTORY file was updated here #13313 to state: ## 9.11.0 (01/17/2025). However, without a tag or a release, it isn't 100% clear to me what commit is the "right" one, and a lot of packaging tooling won't really work.

Can we tag a commit with 9.11.0, and ideally create a Github release for it? Thanks!
