compose API cannot resolve interpolations

I am trying to use the compose API as follows:

with initialize(config_path="../../../../ml/configs/", job_name="train_job"):
        cfg = compose(
            config_name="train",
            overrides=[
                "inputs=7739",
                "model=ts",
            ],
        )

        return OmegaConf.to_container(cfg, resolve=True)

Doing this results in the following error:

omegaconf.errors.InterpolationResolutionError: ValueError raised while resolving interpolation: HydraConfig was not set full_key: work_dir object_type=dict 

I think my issue is similar to #2017 Is there any work around or something we can use?

hi @dagap could you provide a minimal example of your config? without seeing your configs, it's a bit difficult to provide workaround. thanks
