Side repository isn't available during builds in that side repo #3115

I decided to try #3106 and noticed that a side repo isn't available for the subsequent builds in that repo.

To reproduce:

copr build test-tag:custom:test foo.src.rpm
Build a package that depends on foo.src.rpm in the same tag:
copr build test-tag:custom:test foo2.src.rpm
The second build doesn't have the custom:test repository enabled.

This is a known issue, we need to resolve #767 first before we make the builds available (security reasons).
