What does the ELN SIG need to do?

Now that anaconda no longer requires Xorg or tigervnc, xorg-x11-server and its drivers have fallen out of the ELN runtime set. However, Xvfb is still in use as a build dependency for %check of some packages. These need to be updated to use one of wlheadless-run/xwayland-run/xwfb-run instead. Once complete, no packages in ELN should rely on Xvfb, and the xorg-x11-server package will fall out of the ELN buildroot in CR.

The necessary changes should have already been made in c10s, so that should serve as a template for the necessary changes in rawhide.
