folder permissions

when using script, permissions are that of user running.
needs to be of jellyfin:jellyfin for jellyfin to be able to make changes/manually create collections at a later time.

not entirely sure this is required, jellyfin seems to be able to read and doesnt need to be able to modify the collections unless the user wants to tamper with them from the UI, the script will overwrite changes made later
(the script will ignore custom collections made by user)
