Building a project does not apply the latest changes

Repro Steps

I have an "MSI Package (WiX v4)". To apply my latest changes inside the .wxs file, mostly, I have to use "build new". Just using "build" does not apply my changes, it builds a new .msi file without the lastest changes.

We are not able to reproduce this issue. Can you provide a sample project or more detailed steps to highlight the issue please?

Here is my project. But in the meantime, I realized a lot of changes...
