Incremental updates not possible

Incremental updates are not possible because update.php & co try to write to read-only filesystem inside the container (namely, inside /app/). Seems that these paths are all related to the installation root (/app/) so a proper fix requires a patch to Nominatim upstream.

I'd suggest we fist finish with upgrading to Nominatim 3x and see if it becomes easier.
