Create a utility that will at first simply dump your most recent commit messages, the ones since the last release, to a standard out. Then create a pipeline that will fetch any issues referenced in the commit messages.

Seems like release notes generation was something I was doing already, generating release notes and checking them into GitHub as I went along.
