Idea to improve docker images

This is just a list of ideas to consider:

1. Switch away from Fedora as a base image (to avoid flatpak-builder unstable version), it can only be done while switching registry to avoid breaking existing CIs if changing package system*
2. Provides tag like freedesktop-23.08-x86_64 and freedesktop-23.08-x86_64-on-x86_64, to allow creating a freedesktop-23.08-aarch64-on-x86_64 for cross-compilation with Github actions matrixes (e.g. freedesktop-23.08-{{matrix.arch}}-on-x86_64)
3. Add required QEMU binaries for cross-compillation to solves Drop usage of setup-qemu-action #124
4. Remove org.flatpak.Builder flatpak, validation from flatpak does not work in a Docker
5. Mask uneeded Flatpak that gets installed by default (e.g. OpenH264, Mesa extra, KAdwaita)

*Unfortunately, action consumers might want to install packages to improve their workflow (e.g. gh CLI tool), so it might to be taken in account, so let's allow them to migrate.
