Was suggested by a user on fedi. Essentially, right now, on non-Mastodon instances (e.g. Pleroma), reports are seen as coming from specifically the primary admin of an instance. It would be nice if these instead came from an "instance-wide" actor that didn't look like that admin was the one sending a report.
