How does one assign special characters to functions? I.e. "<Super>;"

I know its sacrilegious to the vim/neovim community but I like to shift the hjkl keys over just one becoming jkl; .
I haven't been able to figure out how to set ; .
Here is what I have tried:

59 | 073 | 3B | 00111011 | ; | ; | ; | Semicolon
