LCD error when brightness is set <=25%

I have found that when setting the brightness of the LCD to be under or equal to 25% the screen completely glitches out.
To recreate the issue I run: "sudo python3 ./led-badge-11x44.py -B 25 -m 4 "Hello"
I have found that the issue is reproduceable on multiple badges.

As a side note, when setting the screen to a brightness to 100%, some LEDs appear to be a lot more bright than other ones which makes me question if 100% actually means 100%.
