Switch back from local_experimental to local runner #649

In the past we observed some flaky tests (ref fractal-analytics-platform/fractal-server#1772).
Now we found out that maybe the local_experimental backend has issues that are not yet fully understood in a strong-concurrency scenario (ref fractal-analytics-platform/fractal-server#2098).

There is no need to debug it here in fractal-web. Let's switch back to local and see whether CI issues remain.

Can we execute "Stop workflow" with the local runner?

No we cannot, you are right.
Then let's stick with the local_experimental runner for the moment.
