download-master: add to puppet

The server download-master has been manually migrated to a new VM. After discussion, @booo and I think that it makes sense to add this server to our puppet setup.

@rtznprmpftl you have access on the machine. The only things (as far as I remember) which have been installed/configured so far are lighttpd and rsyncd. Additionally, I added all the users from the old server to the new one. All users need to be in the group "download" and the sticky-bit for groups needs to be set in /var/www

I suggest that we use nginx instead as web server etc.
