Fiscal Data Package new subproject levels

For some countries, we have identified multiple levels of subprojects. Right now, we only have
activity:generic:subproject:code as the way to map, but can't make a difference between these different levels.
Suggestion is create a new level of subproject, similar to what we have for other classifications, e.g:

activity:generic:subproject:level1:code
activity:generic:subproject:level2:code

The Investment Projects are not second level of the sub-projects. Suggestion is:
activity:generic:investmentproject:level1:code
activity:generic:investmentproject:level1:label
