It's stated in the rabbitmq document -- https://www.rabbitmq.com/tutorials/tutorial-five-python.html that
When a queue is bound with "#" (hash) binding key - it will receive all the messages, regardless of the routing key - like in fanout exchange.
However the rabbitmq-mock library does not route message with empty ("") routing key to the queue.
