Enable CFS in kernel

Hello, im trying to enable cfs (CONFIG_FAIR_GROUP_SCHED=y , CONFIG_RT_GROUP_SCHED=y
) on kernel for docker, but it always get overwritten and disabled the kernel .config, trying on my pc and from github. Could you solve this problem? Tks
