This event should fire on the webpage on all pages and in the scroll box for requests. This event should be dispatched in milestone increments i.e 25%, 50%, 75%, and 100%

@mgarzonjnj The custom code solution for this is finished in the 'SDI - Page Scroll and Form View fix' GTM workspace (still needs to be published). This will work on all true PAGE LOADS. It does not work yet on SPA pages if the scroll events have already fired on the previous page (Submit Request Page and My Requests page). HOWEVER, I don't think that will make a big impact - this event will likely be most useful when looking specifically at article pages to gauge engagement.
