page #standard doesn't make pages received in the standard format (SF Issue) #641

When I use p #standard I get this output:

Pages now received in the standard form '%n pages: %m'

This sets the expectation that pages will be received in that format going forward.

However, when the player Jayren pages me, his pages are in this format:

At 10:23am, someone picks up a phone at bridge and calls you. it is Jayren, he just called to say, "[%m]"
