Divergent unicode ranges

I noticed some differences between the unicode ranges defined in the download.php and in the google css file.

• "cyrillic":
  • php: U+0400-045F, U+0490-0491, U+04B0-04B1, U+2116

• "cyrillic-ext": the same
• "vietnames":

More charsets I have not tested.

It is possible that google is adjusting these unicode-ranges depending how many glyphes the font supports/contains. Maybe you take over the unicode ranges from the css file from google 1:1. So you don't have to maintain the ranges in the php file.
