Backend order creation incorrect filtering

Magento 2.3.5
Plugin version 1.0.1

Issue:

Expected Behavior

When creating an order in the admin user interface, the payment methods shown should be the payment methods of the user that the order is being created for.

Observed Behavior

The payment methods shown are those that are available to the not logged in user group.
