The @URL command was removed

In 7eb1e7d the support for the command @url was suspended. I used for the title page of this document

Now that I want to update the link Autodoc throws an error.

@sebasguts The commit message does not provide any hint why the support was suspended.

I updated the URL in the above pdf by editing the file and running pdflatex manually.

As far as I can tell from the old code, all that @URL did was to add its content to the TitleComment, wrap into a <URL> element. So, it should be possible to replace @URL foobar by @TitleComment <URL>foobar</URL>.
