Postgre SQL 9.6 #14

Hi.

As the portable pgAdmin 3 currently works only up tp pgsql v9.6, when I download v9.6 and run it:

paf - gives an error saying that the format is incorrect. Tried downloading many times but same result.
zip - installed and ran it but just a momentary flash of the windows cmd window and exits.

I'm running Win10 64-bit

Alternatively, is there a portable version of pgAdmin that will work with pgs 10.x?
